I assumed, wrongly it seems, the pico would appear as an accessable device on my WiFi but it's not showing in Windows that I am aware of.
A PIco W connected to your router should become accessible from all Pi and PC on your network but exactly how it presents itself I wouldn't know. It's probably worth running a proof of concept project to check it can connect, becomes accessible, and then you can look into how it can or should 'present itself'.

It should equally be possible to upload files to the Pico W but we don't have a worked out framework or robust reference design to do that just yet.

On a web page serving Pico W I am leaning towards having a web page from the Pico W which has a button to upload a new file, when clicked the Pico W will simply request the new file. That does require the file's host to be running a server so may not fit all use cases. There should be other ways to do it. One alternative is to drop the '.csv' file entirely, have a web page on the Pico W which allows on and off times to be specified, updated, saved to the Pico W. You can save and load presets on the Pico W which makes it completely standalone.
