Anything less than a Pi5 is going to be constrained by the hardware and will be considerably inaccurate.

A Pi4 (or below) accuracy could be significantly improved by using a non-secure connection ie http rather than https.
but by checking cpu usage during the speed-test, you can know if a cpu limitation (or the NIC is a limitation, by comparing to the link speed)
and can then just say "something over X mbit"

depending on how poor the ISP is,it may not be a problem
but it depends on if your planning to monitor a single connection, or test many customers

in my situation, i get 1500mbit down, but the ethernet ports are limited to 1000mbit
so its impossible for any 1 machine to properly measure the downlink
The cpu (on most Pi's) is very capable of gigabit, its the system bus (prior to Pi4) and lack of hardware encryption (prior to Pi5) that create limits.
