Just because the hardware has the capability of generating 4 MSI interrupts does not mean they have been enabled. PCIe devices are required to operate in legacy IRQ mode until MSI mode is enabled by the BIOS/kernel, and may or may not be allocated multiple IRQs. Provide the full output of your lspci command so we can determine if MSI has actually been enabled, and how many IRQs it has been allocated if enabled.
