No 16GB of RAM and 4GB RAM of pi 4
I really think that Raspberry Pi Engineer knows his own products.
An RPi4B board can have one of 1, 2, 4 or 8 GBytes of RAM. Only one. And not 16GB.

Your choice of RAM
We're making different variants of the Raspberry Pi 4 available, depending on how much RAM you need — 1GB, 2GB, 4GB, or 8GB.
Maybe you have an RPi4B with 4GBytes of on-board RAM, being used with a 16GByte mass storage device - microSD card or similar - as the storage for the Operating System?
