advanced options

create wifi hotspot.

Then just follow the instructions on the screen.

Although it's fairly basic, it's cool that this is provided on GUI-full systems.

AFAIK there's nothing like it for Lite, though.
There's a pretty good chance it's just NetworkManager doing the work beneath the GUI. To figure out the necessary for nmcli/nmtui on Lite, you could try to figure out what the GUI is configuring. I'd suggest copying /etc/NetworkManager, use the GUI to create the desired config, then doing a "diff -r" between the copy and active /etc/NetworkManager directories.
