Thank you for the replies. The BCM vs BOARD reference helped and partially solved my problem. In considering only the Sample 2 code I posted, it should have been 17 not 11. After that point, the counter in Sample 2 was then triggering fine, albeit still not matching the expected incoming frequency. The eureka moment hit me when I realized I needed to also connect a ground wire from the incoming signal source into a ground pin on the GPIO. After that, then the Sample 2 code worked perfectly.
