The actual issue is that when using the DNS hostname rather than the IPV4 address of the VPN server, IPV6 NAT is to be activated for DNS resolution (true with DHCP or static IPV4 address configuration).
For Bookworm, do not use the configuration as: but use instead the script as described at:
https://raspberrytips.com/openvpn-raspberry-pi/.
When using DNS hostname instead of the IP address for the VPN host, be sure to have IPV6 NAT support enable to resolve the DNS name.
This was my mistake while I was configuring a Static address with a DNS name rather than an IP address.
