Locale names are language_COUNTRY (ideally plus .UTF-8), and should follow the respective ISO abbreviations. Keyboard layout names are arbitrary abbreviations, for instance "uk" is used instead of "en_GB".(Apropos standards, "se" refers to a country perhaps from ISO 3166. "sv" refers to a language perhaps from ISO 639. So the environment file is in error by seeming to mix country with language.)
Where you have "fi,se" that is two different layouts, Finland and the ability to switch to alternate layout, Sweden. Since you have not defined a hotkey for switching between layouts (in the OPTIONS variable), I do not think the result is any different than selecting just "fi".
The "fi" and "se" layouts appear to be the same, except for some of the more obscure characters that can be obtained using AltGr.
