The Pi is only showing the message on boot. It is not complaining about power. The voltage is displayed on a dedicated panel-mounted voltmeter which remains a rock-steady 5.12 VDC. It is wired to the supply via 16 gauge stranded copper wire. It performs flawlessly. The message is coming from the fact that the Pi is not receiving communication from the supply indicating that it is compliant, as it would from a "genuine Raspberry Pi" power cube - since there is no AC available to plug said cube into... I believe this is a firmware setting.
