GPIO header Pin 2 is connected directly to the 5V input of the PI, so that the Pi can be powered through it. If you want to control a 5V (or other) supply for the LEDS, you will need to arrange a relay (possibly a solid state relay rather than a mechanical one) driven by a GPIO pin so that its shutdown state turns the supply off, while your code can turn it on to activate the LEDs.
