Asking an Artificial Idiot to merge together instructions from unknown and probably out of date sources will not help you do anything. Some time ago, when I experimented with the H8, Hailo said they had produced an SDK for the chip and helped integrate it into a graphics library. The H8 did not work with Whisper at that time but Hailo were working on it. The exact speedup of the H8 in any bit of software will depend on how much work is put in. You might ask questions in the Hailo forums. In the Raspberry Pi forums, there might be more H8 activity in one of the other areas.
VNC runs ok on a Pi 4 so a Pi 5 should be excellent. Some of the VNC options were knocked out by the switch to Wayland in Bookworm. You need to specify Bookworm and Wayland in your VNC searches. You will then find appropriate tutorials for VNC in your system.
Memory is important for that type of setup so buy big. Better to have too much, not too little.
That USB stick plus 1 TB SSD sounds a little bit tricky. Is the stick really fast? If not, you could put the OS on the SSD and boot from there for extra speed. Another option is to put a minimal boot on a fast microSD card and run most stuff from the SSD. Either way, you have a USB 3 port available for backing up your system.
An idea for performance for those who have not yet bought hardware. The H8 is available as PCIe or as a HAT. There are Pi 5 PCIe adaptors with two sockets. You could use the H8 PCIe version along side of an NVMe SSD.
