I added the "composite" after the first line; that is how it works on my pi

Also you must unplug HDMI, otherwise it won't boot on composite if both HDMI and composite out are connected.

Last but not least, do you have a graphic environment? If so it is possible some settings in the config file are messing up the output. I started from a fresh install; just had to add those entries as mentioned in the previous posts and now it boot up no problem as long as I do not connect HDMI though
Okay well there isn't an hdmi cable connected, but I do have the VNC environment enable. Tried disabling that and no luck still a blank screen.
Tried commenting out everything in config.txt expect those lines, but didn't work.

Moved the added line to cmdline.txt to be the first line as stated... this caused a kernal panic but that panic was nice and visible on the CRT :D

... so still no luck

I've tried from scratch again on a new SD card (was created using raspberry pi imager, with settings to enable ssh) made the edits to config.txt and cmdline.txt still a blank screen.

Possible I need different margin / resolution perimeters ? Tried getting rid of the margins but that also didn't get me a screen.

Edit 2:

There's potentially something wrong with the display controller, while I've ofc tried this without HDMI attached, I've been testing with HDMI attached just to see if there's an image, then went in the ssh console to display options -> enable disable composite output, then went to yes which has the warning "This will disable the HDMI outputs" however after selecting yes, the HDMI output is still enabled.
