Have you got SSH access to your Pi once it has booted (even if it isn't displaying)?
If so, please remove any changes made to config.txt and cmdline.txt, then boot the Pi up with the monitor connected so it displays the Out of range message.
Then log in to the Pi using SSH, and type "raspinfo". That should collect information about your Pi (including display details) and post it to a website where we can see it. It will give you a URL. Please post that URL here. All private data will be removed from the information before it is posted. This does require that the Pi is able to connect to the internet.
