sudo tasksel offers you various Desktop Environments on Debian, including MATE and Cinnamon, so also on RPiOS.Pi 3: I don't like to say things are impossible, but this one is pretty close.
Pi 4: Install Ubuntu; it's not Mint (exactly), but Mint is derived from it, and pretty much any program that runs on Mint will run on Ubuntu. You can also install the Window Managers that are optimized for Mint, such as Cinnamon and Mate, on Ubuntu. The absolute minimum for this would be a Pi4 with 4G RAM; 8G would be better.
I think you will find PiOS will also run nearly any program that runs on Ubuntu, but you can't install the Cinnamon and Mate window managers. However, you will get much more support from many more people who are doing the same as you; the fact you are asking this question suggests you may not want to go out over your skis this far (i.e., installing Cinnamon or Mate on Ubuntu on pi).

Also Pi3 and Pi4 can run UEFI from SD-card as 'BIOS'. That should allow to run any Aarch64 installer to run. So a real installer, not some pre-installed image. see https://github.com/pftf
1 GB RAM works, running programs like a webbrowser will need more of course
