I do have USB slots, but no display output so that isnt helpful and even then, its CLI only, theres no GUI I can use.

I find that hard to believe. Have you physically removed them, are they not accessible, or for some other reason?

The Pi5 has a dedicated debug UART with it's own 3 pin JST connector. You can get a login over that but the other device must use 3.3v TTL signaling not 5V or (gods forbid) RS232 levels

As for " theres no GUI I can use" all I can suggest is that you learn the basics of the Linux command line. Or at least learn how to use sudo raspi-config.
Is there any way I can open my SSH port back up without being able to get into the CLI?

Here's a couple:
  • Cleanly shut down the Pi. Mount its root partition on another Linux box. Edit the necessary config files and service configurations
  • Cleanly shut down the Pi. Mount its root partition on another Pi. chroot into it. Disable and re-enable ssh
  • Cleanly shut down the Pi. Mount its boot partition on another computer. Add an empty file called ssh or ssh.txt

No guarantees that any of the above will fix things. File system or SD card may have been damaged by the sudden power off. Take a backup before you start messing with it.
