Hopefully the PD negotiation might be developed further, as I understand things, if the pd supply offers 4.5A the Pi5 would turn that down which ends up with both the supply and the Pi5 will be operating with a 3A capability.
I could be wrong and perhaps the Pi5 accepts the highest value over 3A that gets offered?.
