I don't have a problem with unstable addresses. When the prefix changes a new address is generated and that stays the same as long as the prefix is stable. Periodically something - NetworkManager, dhcpcd, Linux or the router - decides to assign the ::1 address in the then current prefix. It happened again this morning at 5:06.It might be worth checking IPv6 privacy on the RPI. It is usually on by default. Privacy mode keeps generating new addresses based on the current active prefix but, in an environment where the prefix constantly changes it could cause lots of issues.
