It's a week or two on now and I have answered my own question:

No, RPi.GPIO does not support hardware PWM.

But that was the wrong question. The recommended library is GPIOZERO not RPi.GPIO. This latest library builds upon RPi.GPIO and also PIGIO which as I mentioned above offers hardware PWM on all GPIO pins. As a result GPIOZERO does offer a route to hardware PWM if you delve into it and change from the default Pin Factory (!) to the PIGIO version.

However, in the process of exploring this I've come to the conclusion that I should be using C++ and the Pico 2 W for my project. So I now have a nice thick book on C++ to get stuck into!
