I'm not entirely sure I understand the question. The example I linked to is fully self-contained and there is no other code. The Hailo device is not flipping anything; it's the configuration of the camera system that is doing so....

You can get the camera system to transform the image in exactly the same way using rpicam-hello. Add the command line options --vflip or --hflip (or both for 180 degree rotation).If I was to callthen the camera orientation is correct and not flipped. It seems it's being flipped in HailoCode:
