I need to use this with Hailo, but I am running the RPi5 examples. Where do I find these parts of the code?

I'm not entirely sure I understand the question. The example I linked to is fully self-contained and there is no other code. The Hailo device is not flipping anything; it's the configuration of the camera system that is doing so.

If I was to call

rpicam-hello

then the camera orientation is correct and not flipped. It seems it's being flipped in Hailo

You can get the camera system to transform the image in exactly the same way using rpicam-hello. Add the command line options --vflip or --hflip (or both for 180 degree rotation).
