I went so far as to trace the power lines back from the M.2 slot to see if I could trace down the issue, and found they went to the PCIe cable connection... as soon as I realized that, I knew exactly what had happened. It's a shame that Waveshare doesn't make that clear in their documentation, but it's a simple fix at least!
