How is your wifi network configured?
DHCP?
Static IP addresses?
Link local/mDNS/bonjour?
What does "unplug from my PC" actually mean? Are you using that cable for just power or power and USB gadget (e.g. g_ether)?
Is you wifi coming from a router or AP or are you using the Pi or PC to provide a hotspot or ad hoc network?
Where are you seeing that the Pi's IP address has changed?
With what you've told us so far we can't do much more than guess.
An IP address is not a property of a computer, it's a property of a network interface so a Pi connected to both WiFi and ethernet will have three and they will all be different (the third one is for the loopback interface and is always present on the lo interface)
