- connection problems (breadboard connections bad, jumper wires broken, some people did not solder headers to breakout and had loose connections)
- shorts
- broken device
- broken GPIO
- bad software
- wrong pins connected on the RPi, see https://pinout.xyz/
- need a break
Here I would take the oscilloscope off the shelf and look at the signals.
Then I would probably connect the ADC to a Raspberry Pico and check if the ADC is working (replace the RPi with another system).
You can also connect another I2C chip (MCP23017, ADS1115, ... whatever you have in stock) and check if it works with the Raspberry Pi (check if the ADC is defective).
