cleverca22 was right. The issue was related to the build of the OS. I built a new OS on a new SD card and the OS boots fine.
Digging deeper, it appears that it may have been caused by cloning a 16G SD with a 32G SD... I'm guessing since the sector sizes might be different it might have caused an issue. I have ordered a 16G SD to verify that was the issue and will know in a couple days.
