For those born after 2000 and saw Windows 98 on their father's computer, for those who used Windows 98 only to run games and that in early childhood, before they learned to read, perhaps the 9x systems really do seem ancient. But for those who worked in these operating systems - 9x are full-fledged operating systems from the times when the government had not yet learned to monitor people's actions, and corporations had not yet learned to insert ads everywhere and track actions to provide even more ads.
Moreover, Windows, unlike Linux, is a FULL-FLEDGED USER OPERATING SYSTEM. The key word is "user".
In Windows, programs are installed not from the console, but in the visual interface, settings are made in the visual interface, the file manager and window interface are as clear and familiar as possible. Here, physical disks are displayed as separate devices in the "My Computer" folder. The driver manager is also accessed in a visual interface directly from the desktop. No consoles, no repositories, no nonsense. Everything is clear, accessible, user-oriented.

If we talk about Windows CE, the reason for the failure is obvious - the architecture is different from x86. While the operating system is a tool for running software. All the necessary software for Windows 98 is written for the x86 architecture. Microsoft continued to make the same mistake, creating Windows Mobile, Windows Phone, for an architecture different from x86 and this also ended in failure. Now Microsoft is trying to make its Surface for the ARM architecture and makes the same mistake. (After Bill Gates left, Microsoft stopped learning from its mistakes). These are all natural failures, not because Windows is bad, but because Windows is useless without x86.
This post is rather full of "er, no".
For those born either before or after 2000 who are actually knowledgeable about operating systems, there are significant departures from reality with the post.

UNIX had GUI methods for doing admin. Linux has GUI methods for doing admin. If you want to stay away from terminals and consoles you certainly can. The biggest issue with Windows is that it desperately tries to abstract and hide away everything. Also, where pray tell do you think the magical Windows updates come from?

Windows CE was an attempt to extend Windows OS into embedded space. One issue was that lots of end user folks did not understand this and expected to have all the "Windows" functionality. Microsoft deliberately reduced functionality to ensure it did not complete with full Windows variants. Had nothing to do with the hardware it ran on.
Indeed. I think that the OP's posts only rarely grazes reality!

They don't seem to have any idea what they are actually trying to achieve, let alone why or how.

They seem to have disappeared now. Another low effort drive by perhaps?
