Troubleshooting • Raspi4b Lan powering down/sleepig = sluggish ssh

The Problem: which seems to be more recent, maybe from upgrades: Sluggish SSH response to keys/typing
Connection: I am hardwired to ethernet with this raspi4b1. Recently, I've noticed all SSH sessions are sluggish, with great lags/sluggishness in typing/echo feedback on the terminal. Again, this is LAN, no wifi.

What I've tried:

I've searched long and hard with lots of solutoins around power savings for WLAN.. but I am hardwired. I've uncommented the the usedns no option in sshd (a common suggestion), but no go.

I checked CPU/resource usage etc, I dont see any issue here, the PI is on relativeely light duty.

However, I've noticed when in direct sight of raspi4b, the LAN ethernet link/activity leds go down/dark for all periods of sluggishness; as if the lan is in power down or going to power save/sleep. There doesn't seem to be any rhyme or reason for it. Even if I am typing quickly/flooding the console, I still see the leds power off (and the echo/response on terminal stops until they come back).

It does look to me like the lan is being selecxively powered down since the leds go down and I have no responsiveness when that happens. Is there a power save setting on LAN too, and can I disable it?
