The imager didn't work for me (rpi-imager version 1.9.6). The settings never made it onto the SD card or at least didn't work.
The only way I could get it to work was to write a vanilla image (dd, ChromeOS Recovery Utility, Win32 Disk Imager), then make a custom.toml in the bootfs (FAT32) partition root.
