AFAIK I don't think RHEL is available for RPI
But Oracle linux is. Here they offer OL9.6 disk image for installing on RPi 4 Model B, RPi 400 or RPi 3 Model B/B+ single board systems

Oracle Linux is, in part, compiled from Red Hat Enterprise Linux (RHEL) source code, replacing Red Hat branding with Oracle's.
Fedora forum is very likely to be a better place to discuss this with RHEL/Fedora fans.
