I finally discovered the problem—it came down to continuity.
I was working with three boards: the main board with the Pi, a flat cable leading to an interface board, and then another board with the SD card slot connected through pogo pins. It turns out that, due to the way my traces exited the connector, the ground ended up isolated. Since I had forgotten to add vias around it, there was no actual connection.
I had been focusing on the Pi board because the others seemed so simple, but that’s where the issue was. Now everything is working.
