So you're looking for a tool that runs on Pi to provide you with a list of all nearby WiFi networks whether open or not. Can't your cell phone/laptop/tablet/... already do that? At least for those that broadcast their SSID.
If you want to do more than that, for my money that's getting perilously close to hacking attempts and discussing those is a no no on here.
I'll add that connecting to random open WiFi networks is probably not a good idea anyway:
If what you actually want is to run a hotspot on your PI that allows your own devices to talk to each other I think there's something in the official documentation on doing that and there is no need to scan for open networks.

- Just because a network is open that doesn't mean you have permission to use it.
- How do you know the (random) network and every device connected to it is trust worthy?
- If it isn't you're opening yourself up to all sorts of potential risks and attach vectors.
