After a bit more digging (and using journalctl --follow) I've managed to find the cause of the delay and in the end it had nothing to do with any possible kernel regressions - the culprit was 'xdg-desktop-portal-wlr' which was timing out due to a lack of Wayland/wlroots on my system (I did experiment with Wayland when Bookworm 1st came out but couldn't get on with it so I went back to good old X11).
After a quick un-install and reboot and everything's back to normal, although I'm not sure what changed for this to suddenly start acting up but I'm glad I found a fix and that everything is back to how it was.
