"Legally"? "Legitimately", perhaps.True, you cannot legally call your device a HAT as each cannot have an EEPROM on it , please read the specifications for a HAT. but you CAN stack two voltage monitors if you use male/female headers for your board its just not legally a HAT, HAT's cannot be stacked!
