While I suspect this might be "for profit" motivated I will offer some advice.
If you have power for a TV surely you have power for a Pi? And there's little point in a battery powered Pi if there's no power for the TV.
As for hardware choice, the 4B is overkill (and you need a micro HDMI to HDMI adapter). I'd opt for an A+ or 3A+ instead. Similar performance and power requirement as a zero/zero2w but it has a full size HDMI port.
