Google seems having issues so let me explain DUT: Device Under Test (https://en.wikipedia.org/wiki/Device_under_test)
The board has a bent pin on the fan connector, making it impossible to attach a cooling fan, so I’m getting a replacement. Is it possible it won’t boot to NVMe unless a cooling fan is detected?
does this Pi boot from uSD or doesn't it boot at all (which can also happen depending on which pin is bent)
You should have mentioned that before!
And no, the external PCIe Interface does need a fan to be connected to work.
And being headless I’m not able to see why.
That's we're the boot UART comes handy. That will allow you to See what's going on.

Good luck!
