Why don't they just make SHIFT key override bootable media and go straight to network boot, instead of having to create an intermediate bootable SD card?
Press&Holding down SHIFT key when powering up will launch network install -> all as expected!
Powering down, inserting a uSD with latest OS installed. Press&Holding down SPACEBAR when powering up will allow me to select a boot mode OR start network install -> as expected as wellIsn't that exactly the behavior you're asking for?
BTW: my bootloader is dated 8th Dec (after having ran sudo rpi-update)
