I could say it's a documentation issue; not explaining that unzipping under Windows may cause some issues, and no explanation as to how to deal with those.Again another topic under 'Using the Raspberry Pi' when it should be in the section 'Using my Windows Pc'.
It could be classed as a 'failure to serve the user' problem, not providing a ZIP file which includes only the files users need which doesn't cause problems under Windows.
And, ultimately, an issue which meant that wasn't done.
But under "troubleshooting" seems fine to me.
