Understand your remarks but not correct in this case.
The small screw was screwed down tight and on top of the SSD instead of the SSD sitting in the small screws recess. This caused the SSD to be forced down to actually touch the HAT resulting in a slight downward angle. Releasing the small screw (with pliers) resulted in the SSD falling out so was never correctly inserted into its contacts.
Having reinserted the SSD and correctly screwed the retaining screw into place the SSD is now horizontal with the M2 board and works correctly.
