Yes, those defaults should work, though I guess it wouldn't hurt to specify them explicitly (OP is using the VGA666 hat and a separate VGA to Scart converter). The colours seem to be present and correct so the lack of sync is surprising.
It's hard to debug remotely without knowing exactly what sync signals the Scart converter is expecting (to convert H/V to composite sync).
