Increasing your swap size may help, I usually set to at least twice memory size. Edit /etc/dphys-swapfile and reboot.
While the following can be adjusted, don't expect miracles, swapping on low speed storage is going to slow the system down never mind how much you try to tweek it.
swappiness can be changed by adding it to /etc/sysctl.conf eg vm.swappiness=30 and reboot (default is 60)
You can also adjust vfs_cache_pressure in /etc/sysctl.conf
