There are some PC USB ports which will handle it, although most probably won't. E.g. I'm currently running a Pi5 with NVMe HAT+ off a Thunderbolt 4 port on my PC, simply because the cable was already plugged in there and convenient. I'm not entirely certain, but I think it's limited to 3A @ 5V (15W), although should support up to either 60W or 100W at higher voltage, but it certainly can deliver at least 15W (sufficient to run any Pi that's not got high power peripherals attached). That's on a high end desktop motherboard, but should also be possible for many mid to high end laptops with Thunderbolt 3 or later.
