What is your network connection to the Internet? WiFi? 2.4 GHz? 5 GHz? Some other network?
How will you interface to the Internet?
Pi Zero 2 is good and has only 2.4 GHz, not 5 GHz, something useful in our area as 2.4 is often swamped.
The Pi 4 has both 2.4 GHz and 5 GHz plus a good WiFi range for a Pi plus lots of USB for plugging in other network options, making the Pi 4 a good development machine. You can then move the project to the Zero 2 if appropriate. Both are 64 bit.
The Pi 5 would be the better development machine if you are working on dozens of complicated projects as you can easily run things like Git on NVMe. The Pi 5 is not overkill for the development phase.
