I think there are too many conflicts here ....
A Pi5 generates a lot of heat, much more than a dashcam or satnav.
You need a reflective insulation material (eg bubble insulation) to reduce energy absorption but you can't have a reflective item on your dash.
The fan is not going to be in use when car is parked up, which is when items get hottest from sun. This may result in a sluggish startup before fan does its work.
The fan is going to be in a high speed mode a lot of the time, this will be an annoying sound unless you do some acoustic insulation and design.
tl;dr a heater on your dashboard is going to get hot.
