Obviously my last post was misunderstood: I tested the transistor on a breadboard, no PICO involved, no pinout wrong, just one transistor, base and emitter connected to ground, the collector via LED-diode and 10k resistor to 22 V.
Result: the LED glows weakly.
The transistor tested was new and so far unused. As this type is very cheap, I got a bunch of them, and I tested with some exemplars; all behaved the same way.
With a BCY59A, however, the setup works as expected. Seems all my BC547C are broken or at least do not meet the specification.
