Which OS and named release of it are you running?
I'm asking as RPiOS Bookworm completely ignores /etc/network/interfaces[.d] and use Network Manager instead.
Bullseye didn't really use it either. It used /etc/dhcpcd.conf but they were still supported if you didn't mind breaking dhcpcd.
There's a GUI for NM (don't ask me where I'm not a desktop user) and a couple of command line tools: nmcli and nmtui.
