/etc/systemd/timesyncd.conf has the list of fallback servers (commented out) ,says where local configurations might be and says "see timesyncd.conf(5)"
So there is there a list of servers configured somewhere. As I said in the OP I may just have missed it in the possible locations. Looking up their IP addresses and putting them in the hosts file shouldn't be that hard.
The default list is set at compile time, it is standard practice to indicate that list by having them as comments in the timesyncd.conf file.
It states that in the comments in the timesyncd.conf file
