Is there a way for a running system on a Pico to reboot via software to the UF2/USB filesystem, and present the UF2 boot loader over USB?
See also the "touch1200" method, originally made popular by mbed, that puts the board into bootloader mode if the serial connection is opened at 1200 baud. That has to be compiled into the firmware and isn't available by default. I think all Arduino sketches for the RP2040 include it, but MicroPython doesn't.
