Having not looked too closely at this, my question is why didn't you connect GP16 to DC since the ST7789V is different than ST7789 where the the ST7789V DC (Data/Command) signal is sent as a 9th bit within the SPI data stream?

Perhaps the Arduino ST7789 driver needs to be adapted to the ST7789V chip.

Otherwise, I have no idea.
I don't understand how changing the DC pin to something else would change the interface with the display. I'm gonna be honest, I am not very experienced with this type of thing; I just got all of the components recently.

Also you make a good point; perhaps I need to find a V driver instead of the normal ST7789 driver.
Well, the website you provided for the product says:
If you'd rather wire them up to a Pico directly, here's how it goes!

3-5V to any 5V or 3V pin
CS to GP17
SCK to GP18
MOSI to GP19
DC to GP16
BL to GP20
GND to any ground pin
So maybe that's how they configured their board, that is to use the V driver chip function where DC needs the SPI signal.

Try the 5 year old driver wired up like Pimoroni.
