It's not necessarily the RP1, I vaguely remember there is an LDO that gets enabled after RP1 is started. So, please check the underside of the board for any missing or damaged components. It could be a tiny component that's been dislodged.
Hey, thanks again for the hint - will keep that in mind for some future repairs.

However with this one I did reball and replace RP1 and then replaced DA9091 - same issue.

And then I realized - why on Earth didn't I check the input mosfet. And indeed it was shorted both gate to source and drain to source. Replaced it and board works as it should, so the case is solved :)

P.S.: if I'am not mistaken - it's the first time that I see a Pi 5 with a blown input mosfet to actually power on, get reflashed and only turn off at RP1 init. Really interesting case🤔
