Your diagnosis of the issue was correct.
I tried two of the proposed solutions and they both worked for me:
1. I used Raspberry Pi Imager v1.8.5 to install the legacy (Bookworm) 32-bit OS Lite along with setting the wireless SSID and password. This connected successfully to my home wireless.
2. I installed Raspberry Pi Imager v2.0.0 on Linux Mint (by downloading and running the latest AppImage from https://www.raspberrypi.com/software/). I then used Raspberry Pi Imager v2.0.0 to install the latest (Trixie) 32-bit OS Lite along with setting the wireless SSID and password. This also connected successfully to my home wireless.
Although both solutions worked, I am using the 2nd one so that I am running the latest version of the OS.
