One can add RPL repo to a running Linux Aarch64 OS (raspi.list and repo key) and then install via apt. You also need apt pinning to just allow the copy tool, else it will overwrite things like NetworkManager with new patched version when you do a normal apt (full-)upgrade and that will mess up your networking most likely.
