I do not know. I ask, how to determine.is it the Pi or the HAT causing this?
I just changed cable, and port. After Raspberry Pi 5 rebooted, immediately switch and/or router stumbled. It is awfull. I try to isolate port and do it again.Try without the PoE HAT. Try different cables and switch port as well. The link is flapping and the switch is having problems with STP convergence. It shouldn't get overwhelmed by port status changes that easily and definitely shouldn't reboot. Those are issues with the switch.
The reason given by Ubiquiti support is suspect. A Pi running stock Raspberry Pi OS does not use STP and doesn't send BPDUs. Generally only switches will do so.
